ATV sales amassed $3 billion last year, fueled by families and young children. ATV accidents and deaths have also been on the rise for over ten years. Many young children are getting behind the wheel of these adult toys.

"Just as you would never put a 12-year-old behind a steering wheel, never put a child under 16 on an ATV," says Rachel Weintraub, assistant general counsel for the Consumer Federation of America. "The rider's behavior is the most important safety feature on the ATV," says Sheryl Van Der Luen of the ATV Safety Institute.

An ATV should never been sold to an adult knowing that it is going to be used by a child. The problem is the ATV industry has been in charge of policing itself since the 80's. Since 80's ATV accidents have been on the rise.
